I agree that fear is most crucial in terms of blocking creativity and in many cases it's the fear of failing or ridicule. I see this every day in my classes. I teach foreign languages at an European University and the biggest enemy of each student is the voice inside saying You can't make it. Everything starts with limiting thoughts and then there is no room for being creative. As a teacher the only thing you can do is to help students or people in general to find a way to themselves. As it is said in the article, you have to take care of yourself first before you can start thinking about creativity.
